Saudi cultural initiatives cautious of paralysis Zaki Al Sadeer


The cultural, literary and creative duty is a dream for all the state employees who do not have – because of the hardships of life – the time to pay attention to their literary projects that require isolation, reflection and full-time. They are between constant running to provide a living and a decent life for their parents and children. And its generalities, but they have neither the time nor the money to begin their first step towards realizing their dreams.

This cultural demand can be seen as an important gesture from the Saudi Ministry of Culture. However, like other initiatives and good projects, it will need to adopt a lot of contextual and contextual premises, as well as a lot of strict and clear controls so that the intellectual paralysis that it fears The author's entitlement to public relations dynasties, under official tutelage, may transform the creator into a polite, custom-written civil servant.

If we return a little to the past years, especially during the attempt of the Ministry of Culture and Information (before the separation between them) the adoption of a regulation of literary clubs aimed at providing free elections that promote the right of choice of intellectuals belonging to clubs in the management of their own cultural affairs. What happened? Each literary club began to form its own requirements for the regulation of membership based on its experience in passing through the gaps in the list, which will enable dodgers to enter or exit from their will to secure their votes in any electoral entitlement.

Intellectuals still remember the cultural battles that were rising in the cultural supplements of the local newspapers, between a pro-election team, despite all the negatives, and an opposition group, fearing the cliques that would make the conservative literary elements managers of clubs. The cultural situation at that stage was a cultural carrier to pass the health project between the corridors of literary clubs and educational and cultural institutions, and all organs of the state.

The elections have already provided some religious figures affiliated with the Sahwa movement to the front of literary and cultural clubs without any knowledge of either literature or culture. They have come to a specific job of bridging the cultural vacuum and preventing the modernist trend in Saudi Arabia from winning the elections. The irony is that in addition to this, the elections proved the professionalism and organization of the religious trend, and the extent of its ability to colorate to take what he wants with the tools of law and order developed by the modernists themselves and turned on them.

So what makes the Ministry of Culture's initiatives different now? What makes the Saudi intellectual not afraid of theft? Will the changes and transformations of Saudi Arabia within the vision of 2030 be a justification for the difference in our view of the cultural reality? Is the vision – which is still at the beginning of the formation – and the Saudi official position will be a deterrent to the resurgence of the Sahawis again? Are administrative staff in the Ministry aware of the variables and understand the nature of the stage? Or are they just employees, do not wear them in the matter and do not go wrong ?!

It is clear that the background and the cultural and field experience that the ministry and its staff are relying on are not yet ready for the size of the initiatives. Most of them come from an administrative and not a cultural chain. If these initiatives are approved – and this is what I do not wish at least now – their requirements will transform our writers, poets, novelists and artists into Gentlemen, walking by the wall. The creator – as he is expected – can not be.

However, what was a dream yesterday is now an initiative of the Ministry of Culture, launched in late March. The ministry has worked with the recommendations of a group of Saudi intellectuals who have already met with the Saudi Crown Prince Prince Mohammed bin Salman to listen to their visions. And their ideas, most of which turn into initiatives at the minister's table. These initiatives include the cultural full-time initiative, cultural scholarship and the establishment of the artist, as well as twenty-four other initiatives.

Through my stay and follow-up with a group of Saudi culture makers, I can assure you that no one knows until now what mechanism the Ministry will adopt to start its initiatives, but it is certain that the areas currently occupied by the Ministry are areas of regret. And public relations that will make the capacity of the surfer a full-time educated, resident artist or cultural innovator. It is still subject to the logic of "I bear and protect you, and I will serve you and serve you."

It is good to note that prior to the adoption of these important initiatives, the Ministry must prepare the cultural and intellectual space for free flight without wishing the creative person the conditional condition of its existence within the squadron.

What is reassuring at this stage is the decision to hand over the Ministry of Culture to the literary clubs and the Saudi Arabian Society for Culture and Arts, as well as other cultural associations, from the Ministry of Information. This proactive decision comes in line with the development of appropriate mechanisms for the adoption of initiatives, since no initiative should be initiated before independent and detailed cultural centers are formed.
